In 2016, Welsh Government invited all local authorities to register an expression of interest to become an early implementer of the offer.
Rhondda Cynon Taf was successful with its expression of interest to become an early implementer. For the purpose of the offer, four areas in Rhondda Cynon Taf were chosen to test the pilot.
What areas of RCT are involved?
When choosing the pilot areas, RCT was keen to choose areas that would test different elements of the offer and our capacity to deliver it to all eligible families. We looked at areas that would test:
- Areas with varying levels of economic activity – will this offer help support non-working parents into employment?
- Areas that will test the travel to work routes and whether parents will choose childcare provision close to home or close to work
- Areas where there is a high level of current childcare provision versus areas with little current childcare provision
The Ferndale cluster has been chosen as the Rhondda pilot. In this cluster, we are looking to test the impact of the offer on encouraging and supporting parents into employment.
The Mountain Ash cluster has been chosen as the Cynon pilot. In this cluster, we are looking to test the impact of childcare demand on the travel to work routes – will parents choose childcare provision near their homes or on their way to their places of work.
The Bryncelynnog cluster has been chosen as the Taf pilot. In this cluster, we are looking to test if the current childcare supply has enough capacity to cope with the predicted demand.
The Ysgol Gyfun Rhydywaun cluster has been chosen as a Welsh medium pilot. This will allow us to test our capacity to deliver the Welsh medium childcare offer.
To bring us in line with the other early implementers LA’s, we have now changed our pilot from school catchment areas to electoral wards. From April 2018, we have also extended the pilot to include additional electoral wards. The full list of electoral wards currently included in the pilot is below:
- Aberaman North
- Aberaman South
- Aberdare East
- Aberdare West
- Church Village
- Llantrisant Town
- Llantwit Fardre
- Mountain Ash East
- Mountain Ash West
- Taffs Well
- Talbot Green
From September 2018, the pilot will be extended to include ALL areas of RCT.
